I really like the colour palette. The blue is glowing nicely.
The hair is stylized but has a good flow to it.
I dont want to be rude but: I cannot tell if she's human or not.
She has branches (?) coming out of her head, so that's weird, but overall she looks human.
Than again, her lower body anatomy looks really off...almost creepy.
The flowers on the heart are really nice, but for some reason you didnt put the same effort into the ones on her eye.
What a shame.
It's pretty clear that you're strongest on colours and faces, but you need to keep practising the rest of the anatomy as well.

Sidenote: To push the glow effect you can darken the corners of the picture.
